On December 27, 2024, the Cabinet of Ministers of Ukraine adopted Resolution No. 1504, which provides for the procedure for forming a list of models (complexes, systems) of weapons, military, and special equipment (Weapons of Victory) produced and supplied by domestic manufacturers.
The Weapons of Victory list will be prepared by the Ministry of Defense, based on the needs identified by the General Staff of the Armed Forces of Ukraine and state customers, while considering the capabilities of the Ukrainian defense industry, as submitted by the Ministry of Strategic Industries. The list will be approved by the Cabinet of Ministers of Ukraine and will not be made public in order to comply with security requirements.
The criteria for forming the list are as follows:
weapons samples form the basis of the unified staff of the defense and security forces;
samples of weapons have been approved, codified, and/or authorized for use;
the need for such weapons will be preserved for the next three, five or ten years;
the production of the weapon samples has been mastered and is being mass-produced by domestic defense industry enterprises; and
the localization of production of weapons samples is at least 50% of the production cost of the item. The degree of localization will be calculated using a special formula.
The purpose of the Weapons of Victory list is to identify the goods for which the majority of long-term public contracts for the supply of defense-related goods will be concluded. This focus ensures that the most critical defense needs are met through long-term commitments with domestic manufacturers, supporting Ukraine's defense industry.
