The Cabinet of Ministers of Ukraine has approved a resolution introducing an experimental project in the defence-industrial sector, launching the "design and build" principle, which will allow simultaneous design and construction of defenceindustrial enterprises. The new principle is initially planned to be used to expand the production at one of Ukraine’s key defence industry plants. After the practical testing, the approach could be extended to other domestic defence enterprises.
Under the current procedure, construction is carried out in stages, from design to commissioning, with each stage beginning only after the previous one is completed. The resolution, developed with the involvement of specialists from the Ministry of Defence of Ukraine, introduces a simplified approach: within the framework of the experiment, design and construction can be carried out simultaneously. Enterprises participating in the pilot will also be allowed to sign contracts for the supply of utilities – water, gas, heat, and electricity – without a registered declaration of readiness or a commissioning certificate.
The implemented mechanism will ensure that sufficient production capacity is reserved and is always ready for use, supporting continuous and timely delivery of defence products. The "Design and Build" initiative aligns with European Design-Build practices and allows for significantly faster implementation of important infrastructure projects.
