EU and Ukraine expand cooperation in dual-use technologies
The European Commission and the Ministry of Defence of Ukraine have launched a joint investment programme to support dual-use technologies, announced during the EU–Ukraine business summit in Brussels.
The programme targets a broad range of areas, including aerial, ground, and naval unmanned systems, electronic warfare and protection technologies, space-based solutions, communication and navigation systems, as well as critical hardware components used in defence production. It also aims to support innovation in early-stage and scaling technologies with both civilian and military applications.
The programme includes a €140 million EU guarantee and a €21 million investment grant. It is expected to unlock up to €400 million in additional bank financing for capital investment and operational needs in the sector.
The initiative is expected to improve access to capital for defence and deep-tech companies, encourage participation of private financial institutions in the sector, and strengthen cooperation between Ukrainian and European industry players through shared investment mechanisms and project pipelines.
