Ukraine’s Parliament has approved Draft Law No. 13392 at first reading, a step toward introducing special regulatory benefits for domestic manufacturers in public procurement. The document aims to strengthen the role of domestic production and reduce the state’s dependence on imported goods.
The draft law stipulates mandatory prioritisation of products of Ukrainian origin if their value exceeds UAH 1 million. The products must be manufactured in Ukraine or contain a specified level of localised components. The level of localisation is planned to gradually increase: 25% from 2025, 30% from 2026, 35% from 2027, and 40% from 2032.
This initiative is intended to stimulate national industrial development, create jobs, and promote more sustainable economic growth during wartime.
