The Ministry of Defence is simplifying the codification procedure for weapon and accelerating the delivery of new developments to the Armed Forces
The Ministry of Defence of Ukraine is reforming the codification framework for weapon and military equipment by amending three government resolutions. The changes revise the procedures for evaluating and introducing products into service with the Armed Forces. The aim is to reduce the time between development and operational deployment.
Previously, technical evaluation depended on confirmation of need by the state customer. Without such confirmation, a product could not proceed through codification, which delayed procurement. The updated framework separates technical evaluation from procurement planning. This allows new defence products to become available on the market more quickly.
Under the revised system, products may undergo codification regardless of current procurement plans. Manufacturers may prepare and submit technical specifications. The Ministry of Defence may conduct procurement based on these specifications. The manufacturer bears full legal and technical responsibility for compliance with the declared specifications.
For ammunition, codification may proceed without additional demonstration tests if the state customer has previously participated in product evaluations. For unmanned systems and tactical electronic warfare equipment, procurement is based on the manufacturer’s certificate of quality. No additional state verification procedures are required. The manufacturer remains fully responsible for product quality.
The procedure for acquiring explosive materials has also been simplified. Administrative requirements for producers have been reduced, which allows faster delivery of these products to the Armed Forces.
