Ukraine secures €343m defence and dual-use investment package at URC

During the Ukraine Recovery Conference 2026 in Gdańsk, the European Commission, Ukraine’s Ministry of Defence and the governments of France and Finland agreed on €343 million in EU guarantees and blended finance grants to support Ukraine’s defence industry and dual-use technologies. 

The package consists of EU guarantees and blended finance grants and is designed to reduce investment risks, attract additional public and private capital, and support the scaling of Ukrainian defence production. It is expected to mobilise more than €700 million in total investment. 

The financing will target strategic defence and dual-use sectors, including UAVs and counter-drone systems, ground robotic systems, military aviation, advanced navigation and secure communications technologies. The support is aimed at helping Ukrainian companies expand production capacity, strengthen technological development and integrate more closely with European defence-industrial supply chains.
