Aequo advises Oschadbank on €50 million EIB financing under the Ukraine Facility to support district heating.

Aequo advised JSC “State Savings Bank of Ukraine” (Oschadbank) as Ukrainian legal counsel on a EUR 50 million financing agreement with the European Investment Bank (EIB), signed under the Ukraine Investment Framework – a core pillar of the EU’s Ukraine Facility. The loan was signed on 10 July 2025 at the Ukraine Recovery Conference in Rome and provides Oschadbank with a longterm credit line to finance eligible projects of its clients.

This financing plays an important role in supporting Ukraine’s recovery and resilience. It enables municipalities, communal enterprises and public sector entities to access longterm funding for critical infrastructure – with a focus on district heating, energy efficiency and related projects. By combining EIB financing with EUbacked instruments, the transaction strengthens the ability of Ukrainian banks to channel international support into projects that improve energy security, sustainability and essential public services.

Aequo supported Oschadbank throughout the signing of the loan agreement and issued a Ukrainian law legal opinion to the EIB, paving the way for the allocation and disbursement of funds to end beneficiaries. The project also includes a grant component to be distributed alongside the loan financing, in connection with which Aequo will continue advising Oschadbank as the structure is implemented.
