Aequo Advises EBRD on Landmark €100 Million Housing Initiative for Ukraine

Aequo is proud to have served as Ukrainian legal counsel to the European Bank for Reconstruction and Development (EBRD) on a transformative loan of up to EUR 100 million. Granted to entities owned by US philanthropist Dell Loy Hansen and supported by the Hansen Ukrainian Mission (HUM), this private-sector-led initiative addresses Ukraine’s acute housing shortage. The project will deliver over 1,800 energy-efficient homes by 2029, utilizing innovative rent-to-own and affordable rental models to support internally displaced persons, veterans, and senior citizens.

The initial phase supported by the European Union’s Ukraine Investment Framework focuses on 182 residential units in Sofiivska Borshchahivka, Kyiv region, spanning Project Mezhova and Project Parkway House. Aequo’s role involved comprehensive legal due diligence, structuring advice, and the development of a tailored security package.

The Aequo team was led by Executive Partner Yulia Kyrpa, and included Counsel Oleg Krainsky, Senior Associate Yevheniia Chernetsova, and Associates Konstantyn Dovhan, Sofiia Voloshanivska, and Daryna Zhuravel.

"Facilitating access to stable and affordable housing for Ukrainians severely affected by the war is a crucial task for our country's recovery and social resilience. We were delighted to have assisted EBRD with this vital transaction. With the initial phase of the transaction now reaching financial close, we are hopeful that HUM’s social housing programmes will expand significantly taking benefit of this support from the EBRD," highlights Yulia Kyrpa.
